Spring Cleaning was alright, but it skewed the economy with all the extra scrap (which I'm not too concerned about), but what bothered me about that was that I felt it didn't let you scrap enough things, and I think I would get random CTDs in settlements because of it (still unconfirmed). Scrap Everything makes it too easy to scrap entire buildings, which can be nightmarish on survival mode.
I've personally used Scrap Everything and Spring Cleaning. Immersive Commonwealth Overhaul - A cleaner wasteland Still others add the ability to scrap these items in settlements. Others remove the items from the world altogether. Some mods disable or make invisible the piles of junk lying around. There are a lot of mods out there that try to clean up the commonwealth, in one way or another.
